About Kauai County Housing Agency

The Kauaʻi County Housing Agency was formed in May 1976 in recognition of the need to provide housing for low-income households and the elderly and to participate in the federal Housing Assistance Payments Program under Section 8 of the Housing and Community Development Act of 1974.

The KCHA Section 8 Housing Choice Voucher Program is a program for assisting very low-income families in renting decent, safe and sanitary housing in the private market. Since the rental assistance is provided on behalf of the family or individual, participants are able to find and lease privately owned housing, including single-family homes, townhouses and apartments. The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.

Section 8 rental vouchers are administered locally by the Kaua‘i County Housing Agency KCHA receives Federal funds from HUD to administer the Section 8 program. A family issued a rental voucher is responsible for finding and selecting a suitable rental unit of its choice, which may include its present unit. Rental units must meet minimum standards of health and safety, as determined by KCHA. A rental subsidy is paid directly by KCHA to the landlord on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.
